Shireen Hunter: Controlling AI not possible without China's participation

Managing and controlling AI is not possible without China's participation.

TEHRAN(Bazaar) –Shireen Tahmaasb Hunter, a professor of political science at Georgetown University, tells that as to AI, agreeing on international rules for managing and controlling AI is not possible without China's participation.

She adds that it is not clear what shape this cooperation could take. But talks between China and America on this issue are the first steps.

Following is the text of the interview:

Q: US President Joe Biden met with Chinese President Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation summit in San Francisco. What was the importance of this meeting?

A: The meeting between the US President Joe Biden and the Chinese President was important as a way of diffusing tensions between the two countries and opening the lines of communications between Washington and Beijing, including between the defense and military establishments of the two states. Recently, there had been some close encounters between American and Chinese ships and planes, which could have been catastrophic. To avoid such incidents in future regular communications between the two states is necessary.

Q: US President Joe Biden in this meeting announced: With the Chinese President regarding the expansion of cooperation in the fields of combating, we agreed on drugs, military relations, and artificial intelligence. What is the importance of cooperation in the field of artificial intelligence for the two countries?

A: The United States has been interested in curbing Chinese export of chemicals to the US used in the development of Fentanyl which in recent years has been responsible for large numbers of deaths in the US. As to AI, agreeing on international rules for managing and controlling AI is not possible without China's participation. It is not clear what shape this cooperation could take. But talks between China and America on this issue are the first steps.

Q: A senior American official said by quoting Xi Jinping's words with Biden that China prefers to achieve ‘reunification’ with Taiwan through peaceful means, but in certain circumstances, we may also use force. What is your assessment of Xi's words about Taiwan? Do you think the Taiwan crisis will bring the two countries to war?

A: Both the US and China are aware that a military conflict between them over Taiwan would be disastrous for both. So, they will try to avoid such conflict. However, if Beijing insists on the reunification of Taiwan with the mainland, even if it means the use of military power, a military conflict with the Us cannot be ruled out. This, however, would also depend on internal development in the US and the evolution of US security and foreign policy. It is conceivable that at some point Washington would not consider Taiwan's reunification with China, especially in a peaceful manner as against its security interests. For the foreseeable future, however, any aggressive Chinese move towards Taiwan would be viewed as threatening by Washington.

Q: Jake Sullivan, the national security adviser of the White House, said before the meeting between the presidents of the United States and China: Biden believes that there is no substitute for face-to-face diplomacy to manage the complex relations between the two countries. We anticipate that the leaders will discuss some of the most fundamental elements of the US-China bilateral relationship, including the continued importance of strengthening open lines of communication and responsibly managing competition so that it does not devolve into conflict. What do you think of these remarks?

A: Sullivan's statement confirms the fact that the US and China need to keep the lines of communications open if they want to avoid falling into the trap of unwanted conflict.

Q: The President of China said in the meeting with Biden, “This planet can accommodate China and America (at the same time)”. Some believe that this statement proves that, contrary to some opinions, Beijing was not and is not following the decline and fall of the US. What is your assessment?

A: The good performance of the US economy coupled with the fact China has been facing some serious economic problems has convinced China that its expectations of a rapid US decline were unrealistic. China has been concerned about the fall in US and other Western countries' investments in China and wants to reverse this trend. In short, China realizes that the US remains a key international player, notwithstanding its significant problems. Therefore, China wants to prevent further deterioration of ties. Washington also realizes that China is now a major player globally.
