TEHRAN (Bazaar) –Nader Entessar, Professor Emeritus of Political Science from university of South Alabama says that as two leading countries in the development and application of AI, both China and the United States need to cooperate effectively to mitigate the harmful effects of AI.
“Peaceful reunification with Taiwan has long been a stated goal of China,” Entessar told Bazaar News Agency.
Following is the full text of the Bazaar interview with Professor Entessar:
Q: US President Joe Biden met with Chinese President Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation summit in San Francisco. What was the importance of this meeting?
A: The most significant aspect of his meeting was that it took place amid months of acrimonious exchanges and threats and counter-threats between the United States and China. Based on the public statements released by the two leaders and their spokespersons, it is clear that both Xi and Biden wanted to lower the temperature, so to speak, and signal to the world that China and the United States intend to manage their relations and deal with their differences diplomatically and responsibly.
Q: US President Joe Biden in this meeting announced: With the Chinese President regarding the expansion of cooperation in the fields of combating, we agreed on drugs, military relations, and artificial intelligence. What is the importance of cooperation in the field of artificial intelligence for the two countries?
A: It has been clear for some time now that Artificial Intelligence (AI) will play a determining, and perhaps an outsized, role in many fields of human endeavor. If developed and managed properly, AI could certainly have beneficial benefits in both inter-state and intra-state relations. On the other hand, an out-of-control AI could become very detrimental to many things, including normal human existence. As two leading countries in the development and application of AI, both China and the United States need to cooperate effectively to mitigate the harmful effects of AI.
Q: A senior American official said by quoting Xi Jinping's words with Biden that China prefers to achieve ‘reunification’ with Taiwan through peaceful means, but in certain circumstances, we may also use force. What is your assessment of Xi's words about Taiwan? Do you think the Taiwan crisis will bring the two countries to war?
A: Peaceful reunification with Taiwan has long been a stated goal of China. However, the Chinese view Taiwan and its hoped-for unification with the Chinese mainland as a domestic matter that falls outside the purview of other countries. If the United States, especially the anti-China hawks in Washington, challenge this crucial foundation of Chinese policy, then China may be compelled to use force to defend its interests. Washington's pro-war camp via its irresponsible moves will determine if China and Washington will go to war with each other or not.
Q: Jake Sullivan, the national security adviser of the White House, said before the meeting between the presidents of the United States and China: Biden believes that there is no substitute for face-to-face diplomacy to manage the complex relations between the two countries. We anticipate that the leaders will discuss some of the most fundamental elements of the US-China bilateral relationship, including the continued importance of strengthening open lines of communication and responsibly managing competition so that it does not devolve into conflict. What do you think of these remarks?
A: Jake Sullivan's statementare certainly nice diplomatic utterances. What remains to be seen is if in practice the current Biden administration, and any future US government, will be willing or capable of harnessing the anti-China lobby and operatives in Washington who have relentlessly been pushing for a robust confrontational policy toward China.
Q: The President of China said in the meeting with Biden, “This planet can accommodate China and America (at the same time)”. Some believe that this statement proves that, contrary to some opinions, Beijing was not and is not following the decline and fall of the US. What is your assessment?
A: I agree with this assessment. Beijing has a realistic view of how the world works and uses its resources and diplomatic tools to work within this system to maximize its economic, political, and strategic interests.
