TEHRAN(Bazaar) – Geoffrey Carliner, Affiliate Faculty Member of the Boston University Global Development Policy Center and a Lecturer at the Department of Economics at Boston University says the issue of prisoner exchange can be seen as a positive step between the United States of America and Iran and a sign of a broader agreement between them.
Following is the full text of interview:
Q: The issue of prisoner exchange between Iran and the United States was carried out. Will this have an impact on the revival of the JCPOA?
It will definitely affect Tehran's nuclear program negotiations, although its impact should not be exaggerated. Revival of the JCPOA has become very difficult and both sides have taken measures that make it very difficult to revive it. I hope that the path to solving the problems between the two countries will be smooth
Q: Washington has announced that it does not consider the prisoner exchange agreement with Iran to be a confidence-building step between the two countries. What is your assessment of this issue?
The issue of prisoner exchange can be seen as a positive step between the United States and Iran and a sign of a broader agreement between them. If they accept that they can solve many issues by agreement, they will definitely take the next trust-building steps.
Q: President Biden announced in a statement after this exchange that the US will continue to impose costs on Iran for its provocative actions in the region. Could this message mean to remove his government from the internal pressures that condemned him to pay ransom to Iran regarding the release of Iran's blocked funds?
Not only the Biden government, but also the previous governments have always made similar statements against Iran, and this is not a new issue.
Q: What effect will this agreement have on Biden's presidential campaign?
The impact of this issue on the outcome of the upcoming presidential elections in America will be very small. Regarding Iran's nuclear program, it can be said that any agreement between the United States and Iran can have a greater impact on the outcome of the presidential election in the United States and Biden's campaign in this election.
Q: Qatar has expressed hope that this agreement will open the way to solve other issues between Iran and America. Considering the success of this country in this agreement, how likely is Doha to continue this mediation in the field of the nuclear agreement?
Qatar will probably try in this direction. Recently, the spokesperson of the Ministry of Foreign Affairs of Qatar announced that Doha is suitable for helping the negotiations between Washington and Tehran.
