TEHRAN(Bazaar) – Professor Frank N. von Hippel, former assistant director for national security in the White House Office of Science and Technology, says “I am skeptical that the P5 + 1 can decide that an IAEA investigation should be shut down. I am concerned that tying the revival of the JCPOA to the termination of the IAEA investigation is a ‘poison pill’.”
Following is the text of the Bazaar interview with Professor Frank N. von Hippel.
Bazaar: The new round of Vienna negotiations ended while the European side announced that the text of the agreement is final, while Iran announced that this text is not final. On the other hand, Russia has announced that minor items in the text may be changed by Iran, and this is Iran's right. What is your assessment?
Frank von Hippel: I am concerned that time is running out for a successful end to the negotiations.
Bazaar: Western media sources have announced that Europe has given Tehran a good proposal to remove the safeguards disputed between Iran and IAEA. It seems that currently, Iran's demand is more focused on this issue. What is your assessment?
Frank von Hippel: I don’t know anything about the European proposal, but I am skeptical that the P5 + 1 can decide that an IAEA investigation should be shut down. I am concerned that tying the revival of the JCPOA to the termination of the IAEA investigation is a “poison pill.”
Bazaar: Europe has announced that the parties will give their answer to the proposed proposal in the next few days. Should this be considered a deadline?
Frank von Hippel: I don’t know but this negotiation cannot go on indefinitely.
Bazaar: Considering the developments after the recent negotiations in Vienna, what is your assessment of the revival of the JCPOA?
Frank von Hippel: I worry that we are on a path to failure that neither side wants to take the blame for or for the consequences.
